The Project Cycle Process Specialist sits in the Compliance and Risk Support Unit (CORE) within the Finance and Operations Department, which provides project control, compliance oversight and support to Oxfam Novib's externally funded project portfolio (200+ projects, approx. 600M EUR) and hosts the independent Internal Audit function. The purpose of the role is to ensure Oxfam's Project Cycle is maintained to standard through continuous improvement and simplification, leading and contributing to internal projects as a subject matter expert while aligning with Oxfam values (decolonisation, equal partnership).
Key responsibilities: identify key processes, procedures and tools to be improved and set up modalities for improvement (small changes, internal projects, training, external resourcing); analyze organizational data to identify simplification opportunities and prioritize interventions; lead and manage internal projects related to project cycle improvement and simplification; deliver project management capacity building for country offices and partner organizations, including Training of Trainers programs; contribute to enhanced information management and reporting; and ensure coordination with other units, especially Goal Units in The Hague. Requirements: Masters/HBO level education in a relevant field; 7+ years experience in project management, business administration, quality management or analytics; full professional mastery of English; strong analysis and research competencies; excellent stakeholder and relationship management; proven experience facilitating large multi-stakeholder groups; ability to map and document processes using industry-standard notation (e.g. BPMN); knowledge of institutional donor financial requirements; Lean Six Sigma or comparable methodology is an asset; and a valid permit to reside and work in the Netherlands. Oxfam Novib offers a one-year contract (with a 1-month trial and possibility to extend), salary scale 9 (EUR 3543-5328 gross), based on 36 hours per week, working hybrid (50% office in The Hague, 50% home).
