People in Need (PIN) is an international humanitarian and development organization established in 1992, working in more than 20 countries. PIN has operated in Myanmar since 1997, delivering multisectoral humanitarian and development programming with a focus on Education in Emergencies (EiE), Multi-Purpose Cash Assistance, Shelter, Livelihoods, DRR, local governance and Protection. The Education Programme seeks a Technical Consultant to provide technical leadership and advisory support for the design, implementation, analysis, visualization, and reporting of sample-based learning assessments using ASER (Annual Status of Education Report) methodology across multiple education programmes and partners in Myanmar. The consultant will ensure methodological rigor, statistical validity, comparability of results, high-quality data management, and production of evidence supporting programme learning, accountability, adaptive management, and donor reporting. Responsibilities include designing proportional samples, contextualizing ASER literacy, numeracy, and Social and Emotional Learning (SEL) assessment tools, leading data collection, data management and statistical analysis, developing dashboards using Power BI, delivering Training of Trainers (ToT), ensuring ethical review and child safeguarding compliance, and producing technical assessment reports. Requirements: Master's or PhD in Statistics, Demography, Educational Measurement, Education, Economics, Social Sciences, Public Policy, or M&E; at least 4 years of MEAL/assessment/research experience within humanitarian, development, or INGO settings; minimum 2 years designing sample-based quantitative surveys; strong experience with KoboToolbox (ActivityInfo desirable); advanced Power BI proficiency; and statistical software skills (R, Stata, SPSS, or Python). This is a part-time (0.7 FTE, 30hrs/week) remote consultancy within Asia time zone with occasional field travel to Myanmar, running to 30 April 2027. Total contract amount: 2100 EUR/month.
