Bodhi Global Analysis, a woman-led international development research consultancy, is recruiting a Ukraine-based national evaluation expert for an anticipated strategic evaluation of the humanitarian assistance strategy and system of a European bilateral donor. The evaluation is expected to run from October 2026 to October 2027 and will assess the relevance and coherence of the donor's humanitarian system, including cross-cutting priorities such as the humanitarian-development-peace (HDP) nexus and localisation. A core component is an in-depth case study of the donor's humanitarian engagement in Ukraine, involving review of three to six projects, primary data collection in Ukraine, and a field mission by at least one international evaluation expert. The team comprises two international evaluation experts and one Ukraine-based national expert; engagement is conditional on award of the contract. The Role: You will be a full member of the evaluation team, not a data collector — helping shape the fieldwork approach, conducting interviews, contributing to analysis, and co-authoring the Ukraine case study, working alongside two senior international evaluators from inception through reporting. Key responsibilities include co-designing the Ukraine fieldwork and contingency plan; stakeholder mapping and facilitating access to government bodies, local authorities, implementing partners, and coordination structures; conducting key informant interviews and focus group discussions in Ukrainian and English; reviewing project documentation including Ukrainian-language sources; providing conflict-sensitive analysis; supporting the international team member's field mission; co-drafting the case study and report sections in English; and upholding research ethics (informed consent, confidentiality, do no harm, safeguarding, data protection). Essential qualifications: Ukrainian national currently residing in Ukraine; a minimum of two completed evaluations in Ukraine; a Master's degree in a relevant discipline (social sciences, international relations, public policy, economics, or development studies); substantial mixed-methods evaluation experience, especially qualitative data collection and analysis; native Ukrainian and excellent written/spoken English; and ability to travel within government-controlled areas as security permits. Level of effort is approximately 30-35 working days between October 2026 and October 2027. A competitive daily fee commensurate with experience is offered.
