B. Purpose of this REOI
 
PCC invites Expressions of Interest from qualified individuals — subject matter experts in Monitoring, Evaluation, Research and Learning (MERL), Data Solutions, and Social Impact Advisory, who wish to be part of PCC’s growing portfolio across Asia and Africa. If you have deep country experience, sharp analytical skills, and a commitment to evidence-informed development, we would be delighted to work with you.
 
Consultants selected through this REOI will be offered a Long-Term Agreement (LTA) for a period of two (2) years, extendable by one (1) additional year based on performance and business need. An LTA is a standing arrangement that pre-qualifies the consultant to receive assignments from PCC. The specific tasks, deliverables, timelines and fees will be defined in individual work orders issued on a per-project basis.
 
Please note: An LTA does not guarantee any assignment or minimum volume of ork from PCC. Ho ever, LTA holders ill be given preference hen PCC requirements are met, as it has the opportunity in its countries of operation.
 
C.Scope of Work
 
Consultants will support the full programme and evidence lifecycle. The type of engagement includes, but is not limited to:—
  • Leading program and policy evaluations
  • Designing monitoring systems and theories of change;
  • Developing research protocols, instruments and analysis plans;
  • Designing and delivering impact and process evaluations (including RCTs and quasi-experimental studies);
  • Conducting formative research and pilots;
  • Undertaking data quality assurance and digital data analytics;
  • Designing AI-based data and evidence product
  • Developing real-time data dashboards and analytics using AI tools
  • Preparing high-quality reports and knowledge products based on literature; and
  • Facilitating learning, capacity strengthening and evidence use by the government, key stakeholders, and the development partners. 
These services are organised around three core areas:
  •  Monitoring, Evaluation, Research and Learning (MERL): rigorous impact and process evaluations, RCTs, quasi-experimental studies, AI-based social and health programs evaluations, and adaptive learning frameworks that inform program and policy decisions.
  • Social Impact Advisory: designing and testing social and behaviour change interventions using AI, and advising governments and implementers on program strategy grounded in the local context.
  • Data Solutions: digital tools for real-time data collection, GIS/spatial analysis, and AI/ML-enabled analytics. 
We support our clients working in thematic areas of (i) Health, Nutrition & Well-being; (ii) Climate, Environment & Resilience; (iii) Gender Equality, Protection & Social Inclusion; (iv) Education & Human Capital Development; and (v) Livelihoods & Social Protection. Applicants should demonstrate depth in one or more of these thematic areas.

Work eligibility and visas: Consultants must be legally eligible to work in the country/countries they select. PCC will not facilitate or sponsor work visas or work permits for any country.
 
A. Qualifications, Experience and Competencies 
  • Master’s degree (or higher) in Public Health (Epidemiology/Biostatistics), Economics, Statistics, Data Science, Demography, or a related social science field from a reputed institution. PhD, or a specialised Master’s with a thesis in Econometrics, Biostatistics or Demography, preferred.
  • Mid-Level Consultant: 7–10 years; Senior Consultant: at least 12–15 years of experience in social and development sector programs evaluations and/or research.
  • Country experience (all levels): at least 5 years of work experience in the country of interest, or residing and working in that country for the last 3 years
  • Extensive knowledge of, and experience in applying, qualitative and quantitative evaluation methods (including experimental and quasi-experimental designs) and results-based management; strong familiarity with Ethical Guidelines for Monitoring, Evaluation, Research and Learning.
  • Demonstrated expertise in quantitative and qualitative data analysis using established analytical approaches and software (e.g., Stata, R, Python, SPSS; NVivo, ATLAS.ti, Dedoose or equivalent); expertise in AI-enabled analytics, reproducible research workflows and advanced statistical programming is an advantage.
  • Strong experience and knowledge of leaving no one behind (LNOB), human rights-based approaches, gender equality and women’s empowerment, environmental sustainability, and resilience.
  • University professors/lecturers interested in being associated with PCC on such assignments (and view the engagement as practical work experience) are encouraged to apply.
  • Knowledge of development priorities and national plans of the countries of interest.
  • Strong analytical, communication, and report-writing skills in English; proven ability to work independently, manage time effectively, and meet tight deadlines.
  • Capacity to engage with senior government officials, UN leadership, civil society, and development partners.
  • Languages: Excellent command of English (verbal and written) is required, along with advanced proficiency in the relevant local/regional language(s) of the country of interest. Reading and writing comfort in one of the following: French, Spanish, Portuguese, Russian, Chinese, German, or Arabic is desirable.

  • Two writing samples: a sample evaluation report or section thereof from previous assignments (where not subject to confidentiality).
  • Latest consultancy rate: your most recent consultancy rate — either a daily rate or a monthly rate (with currency).
