About the Role:
Terre des hommes (Tdh) is seeking an experienced Program Coordinator (Head of Programs) to provide strategic leadership and technical oversight across its Syria program portfolio.
The Program Coordinator will lead the Technical Unit and ensure the quality, coherence, relevance, and continuous improvement of Tdh’s current and emerging areas of intervention. The position will also contribute to business development, partnerships, evidence generation, organizational learning, and Tdh’s strategic positioning in Syria.
Key Responsibilities:
• Lead the development, implementation, and monitoring of Tdh Syria’s program strategy in alignment with the Country Strategy and organizational priorities.
• Ensure technical coherence, program quality, accountability, safeguarding, and evidence-based programming across all projects and areas of intervention.
• Lead and supervise the Technical Unit, providing strategic direction and strengthening collaboration across its different technical and MEAL functions.
• Strengthen the capacities of technical and program teams through guidance, coaching, learning, and the development of tools, methodologies, and standards.
• Lead or coordinate assessments, research, monitoring, evidence generation, learning, and program adaptation.
• Provide technical leadership for the design of new interventions, concept notes, proposals, project modifications, and donor reports.
• Support donor engagement, resource mobilization, and the identification of strategic programmatic opportunities.
• Develop and maintain strategic partnerships and promote localization, equitable collaboration, and meaningful engagement with local actors.
• Represent Tdh in relevant coordination forums, technical working groups, networks, and external platforms.
• Support the use of program evidence and field learning to inform advocacy, strategic decision-making, and organizational positioning.
Qualifications & Experience:
• Advanced university degree in International Development, Social Sciences, Humanitarian Studies, Law, Psychology, Public Policy, or another relevant discipline.
• At least seven years of relevant professional experience, including significant experience in program coordination, technical leadership, and program quality within humanitarian and/or development organizations.
• Demonstrated experience managing multidisciplinary technical teams and supporting teams across multiple locations.
• Proven experience in proposal development, donor reporting, partnership management, donor engagement, and resource mobilization.
• Strong knowledge of project cycle management, MEAL, safeguarding, accountability, evidence-based programming, and quality assurance.
• Experience working with local organizations and supporting localization and capacity-strengthening processes.
• Strong analytical, strategic planning, leadership, and decision-making skills.
• Ability to work effectively in complex, volatile, and rapidly evolving operational environments.
• Excellent communication, facilitation, representation, and stakeholder-engagement skills.
• Fluency in English and Arabic is required.
