WORK CONTEXT:
CESVI is an independent, secular Italian humanitarian organization, founded in 1985. It works around the world to promote solidarity, social justice and sustainable development through humanitarian and development interventions.
In Colombia, CESVI has been present since 2019 implementing emergency, recovery, livelihood and protection projects in favor of vulnerable populations, including migrants, returnees, communities affected by the armed conflict, women survivors of gender-based violence, children and adolescents.
To strengthen the mission team in Colombia, CESVI is looking for an Administration, Finance and Human Resources Officer, based in Santa Marta, who will support the administrative, financial and human resources management of the mission and the projects implemented in the country.
JOB DESCRIPTION:
• LOCATION: Santa Marta, Colombia
• POSITION TYPE: National
• DURATION: 5 months (Initial, with the possibility of extension)
• ESTIMATED START DATE: August 1, 2026
Under the supervision of the Administration and Finance Manager, the Administration, Finance and Human Resources Officer will contribute to the efficient, transparent and timely management of the administrative, financial and human resources operations of CESVI's mission in Colombia.
It will be responsible for ensuring the proper registration of financial operations, budget monitoring, proper personnel administration, support for purchasing processes and document management, ensuring compliance with Colombian legislation, CESVI policies and procedures and donor requirements. It will also support auditing, internal control, and accountability processes.
MAIN FUNCTIONS AND RESPONSIBILITIES:
• Manage the financial and accounting records of the mission and projects in the CESVI system.
• Perform bank reconciliations, budget monitoring and monthly financial closings.
• Prepare payment requests, cash flow forecasts, and fund requests.
• Verify eligibility and financial compliance of expenditures in accordance with donor requirements.
• Support financial reporting and preparation of audits and internal controls.
• Track the administrative and financial compliance of projects and provide support to local partners.
• Manage human resources administrative processes, including recruitment, payroll, social security, personnel files, and induction.
• Support the processes of procurement of goods and services, supplier management and asset control.
• Prepare administrative and financial reports for decision-making.
• Promote compliance with institutional policies, including Code of Conduct, safeguarding, fraud prevention, data protection, and PSEA/PSEA.
• Perform other functions compatible with the position that are assigned by the Administration and Finance Management.
ESSENTIAL REQUIREMENTS:
Education:
• Professional degree in Business Administration, Public Accounting, Finance, Economics, Industrial Engineering or related areas.
• Knowledge in accounting, financial management, payroll, social security and Colombian labor legislation.
Experience:
• Minimum 4 years of professional experience in administration and finance.
• At least 2 years of experience in NGOs, international cooperation, humanitarian action or development projects.
• Experience in:
or budget and financial management;
or accounting records and bank reconciliations;
or treasury and financial closings;
or payroll, hiring and personnel administration;
or audits and internal controls;
or purchasing processes and document management.
Competencies:
• Advanced handling of Microsoft Excel.
• Experience with accounting or ERP systems and banking platforms.
• Knowledge of tax, labor and social security regulations in Colombia.
• High analytical skills, organization and attention to detail.
• Integrity, confidentiality and results orientation.
• Excellent communication and teamwork skills.
• Fluent Spanish and intermediate English (minimum B1).
• Availability to make occasional trips within Colombia.
• Commitment to CESVI's humanitarian principles and safeguarding policies.
DESIRABLE REQUIREMENTS:
• Specialization or diploma in Finance, Project Management, Auditing, International Cooperation or Human Resources Management.
• Experience working with institutional donors such as AICS, UNICEF, WFP or other international organizations.
• Experience with tools and processes such as BFU, FACE, HACT/eTools, FLA/PCA, or similar mechanisms.
• Experience in operations with multiple projects and shared cost distribution.
• English level B2 or higher.
• Knowledge of Italian.
• Use of Power BI or other data analysis and visualization tools.
• Training in auditing, fraud prevention, secure contracting or PEAS/PSEA.
• Prior knowledge of CESVI's administrative and financial procedures.
