Monitoring and Evaluation (M&E) Specialist (Individual Consultant)
Africa50 has received financing from the World Bank toward the cost of the Mission 300 Patient Capital Facility (M300 PCF) Project (Project ID: P510382, Loan/Grant No. 7859-M300) and intends to apply part of the proceeds toward consulting services. Africa50 seeks to recruit a Monitoring and Evaluation (M&E) Specialist (Individual Consultant) for a period of thirty-six (36) calendar months from the contract commencement date. The Consultant will initially be contracted for twelve (12) months, extendable for two further periods of twelve (12) months based on satisfactory performance. The objective of the assignment is to support Africa50 in designing, operationalising and managing the Project's M&E Framework, including the development of methodologies, reporting systems, data verification processes, and the functional and technical requirements for the digital Monitoring, Reporting and Verification (D-MRV) system, in support of the Mission 300 Patient Capital Facility. Shortlisting criteria: a minimum of a Bachelor's degree in Statistics, Economics, Development Studies, or a relevant quantitative field; a minimum of 7 years of general experience designing and implementing M&E systems for development projects, preferably financed by International Financial Institutions (IFIs) like the World Bank; a minimum of 3 years of specific experience in M&E for projects involving private sector investments, infrastructure, or the energy sector (particularly DRE/off-grid); professional registration with a relevant body and valid practicing license where applicable; excellent analytical skills and the ability to translate complex data into clear reports; and fluency in English (written and spoken). The Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank's Procurement Regulations for IPF Borrowers, Fifth Edition, February 2025.
