Individual Consultant (IC) to Develop Guidelines for Monetary and Financial Statistics in Africa

Background: Quality monetary and financial statistics are important for evidence-based policymaking, macroeconomic surveillance, financial stability monitoring, and Africa's development aspirations. Many African countries continue to face challenges in producing statistics that are timely, comparable and aligned with international standards. The African Union Commission (AUC) has embarked on developing continental Guidelines for Monetary and Financial Statistics to serve as a reference for National Statistics Offices, Central Banks, regional economic communities (RECs) and other data producers, aligned with the IMF MFSMCG 2016, GFSM 2014, and the System of National Accounts (SNA).
Objectives: Develop comprehensive, practical, Africa-specific guidelines that review the status of production of monetary and financial statistics; provide a harmonized methodological framework across AU Member States; align with international standards; address emerging challenges (digitalization, fintech, crypto-assets, Central Bank digital currencies); support RECs' monetary integration agendas; promote financial inclusion measurement and disaggregated statistics; and strengthen coordination, data sharing and communication.
Duration: The consultant will produce a guideline document within 90 days (three months) from contract signing, working remotely with STATAFRIC staff. Deliverables include a methodological report, review/assessment report, draft guidelines, stakeholder validation report, presentation, and final guidelines.
Required qualifications: At least a master's degree in statistics, economics or a related field with at least 15 years of professional experience; profound experience in economic statistics focused on monetary and financial statistics; demonstrated experience developing statistical standards, guidelines, manuals or methodological frameworks; extensive experience with IMF-MFSMCG, GFS-Manual, SNA and BPM frameworks; experience facilitating stakeholder consultations and technical workshops; strong communication skills; knowledge of Africa's statistical landscape a strong asset; and language proficiency in at least one AU language (Arabic, English, French or Portuguese).
Interested individual consultants should submit an updated CV and a methodological note. A consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised November 2020).
