Assistant Financial Management Specialist

The Government of Malawi has obtained a grant from the International Development Association (IDA) through the crisis response window to implement the Regional Climate Resilience Program for Eastern and Southern Africa 2 (RCRP-2), additional financing to the Regional Climate Resilience Project, to help countries prepare for and manage the increasing frequency, intensity and impact of climate shocks. The project rehabilitates critical infrastructure impacted by Tropical Cyclone Freddy and addresses chronic vulnerabilities in the Shire River Basin. The Department of Economic Planning and Development (EP&D) invites applications for the position of Assistant Financial Management Specialist to join the Project Management Team in the Project Coordination Unit (PCU).

Scope: The Assistant Financial Management Specialist is responsible for accounting, internal control and other financial management matters within the PCU, including assisting in the preparation of consolidated financial statements under IPSAS; ensuring RCRP resources are used per the financing agreement; ensuring goods, works and services are procured per World Bank procurement policies; verifying invoices and payment requests; preparing disbursement requests and financial justifications for Treasury and IDA; maintaining supporting documents and accounts (SOEs/IFRs); reviewing internal controls; managing VAT schedules and tax remittances to the Malawi Revenue Authority; and ensuring timely annual audits. The role reports to the Financial Management Specialist and prepares fortnightly, monthly, quarterly and annual financial reports.

Qualifications: Professional accounting qualification (CPA(MW), ACCA, CIMA); Bachelor's Degree in Accounting, Finance or Business Administration (Master's an advantage); at least 5 years' post-qualification experience in financial management in a reputable public sector organization and at least 3 years managing donor-funded projects; experience with World Bank projects and GoM financial regulations; computer literacy (MS Office, computerized accounting); strong numeracy, planning, organizational, interpersonal, communication and analytical skills.

Duration: Contract up to December 2028, renewable annually subject to performance and funding. Based at the PCU Office in Lilongwe with regular travel to field offices. Selection is by the Individual Consultant (INDV) method under the World Bank Procurement Regulations for IPF Borrowers (September 2025).
