Organizational Setting and Reporting Relationship
The position of Principal Treasury Specialist is assigned to the Client Solutions Division (TDCS) within the Treasury Department (TD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable expenses will be covered.
You will report to Assistant Treasurer, TDCS and will oversee junior team members.
Your Role
As a Principal Treasury Specialist, you will: (i) oversee the implementation of TDCS activities on providing cost efficient financing solutions for both sovereign and non-sovereign clients with an emphasis on local currency financing operations; (ii) oversee the monitoring of local currency debt markets and the management of structuring, negotiation, and execution of bond issues and derivatives transactions both in public and private placement markets; (iii) coordinate with external parties [i.e., underwriters, rating agencies, regulators, external auditor] and internal parties [i.e., Controller's Department (CTL), Office of the General Counsel (OGC), and Office of Risk Management (ORM)] regarding the processing and recording of bond issues, cross currency and interest rate swaps; (iv) manage ADB's local currency operations in close coordination with other TD divisions and the relevant departments; and (v) be a client-centric focal point within TD for all lending product-related issues and ADB borrowing client related issues, including for external clients (e.g., governments, central banks, commercial banks, etc.) and internal [e.g., Private Sector Operations Department (PSOD), Regional Departments (RDs), Resident Missions (RMs) etc.].
You will:
* Oversee and exploit funding opportunities in Asian local currency markets, ensuring that operational and strategic objectives achievable in those markets are consistent with ADB's borrowing program.
* Oversee and exploit the use of currency and interest rate swaps, repos and bilateral facilities to raise funding in Asian local currencies.
* Comprehensively oversee and coordinate the pricing, structuring, accounting, documentation, settlement and general management of local currency operations with relevant ADB departments and divisions (e.g., CTL, Office of the Auditor General, OGC, ORM) and external parties, such as external auditors, rating agencies, underwriters and swap counterparties, ensuring timely and accurate completion of ADB local currency operations.
* Provide client-centric sound financial analysis and act as trusted advisor for funding solutions to ADB internal and external clients for ADB's local and mainstream currency financial products.
* Work with relevant teams in PSOD, RDs, and RMs to support client needs concerning loans, bond investments, guarantees, risk participations, co-financing, structuring of financial products, etc.
* Support the opening of new Asian local currency markets for ADB and contribute to capacity development of ADB members' onshore and offshore capital markets.
* Oversee and undertake investor and market outreach with webinars, roundtables and investor roadshows to develop and maintain relationships with key stakeholders by regularly educating and updating them about ADB and its local currency activities, including participating as resource speaker / panelist in ADB-led borrower outreach programs and regional forums.
* Contribute to internal reports for the Asset and Liability Committee (ALCO), annual Borrowing Program, Quarterly Treasury Report, ADB Annual Report, and other ad hoc demands.
* Create and lead multi-disciplinary teams and ensure the overall quality of its work.
* Oversee the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
* Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.
Qualifications
You will need:
* Master's degree in finance or relevant fields. Alternatively, a university degree in related fields combined with at least 5 years' specialized experience relevant to the position can be considered.
* At least 12 years' work experience including international experience working in several countries.
* Written and verbal proficiency in English.
* Experience performing technical analysis and valuation of financial market instruments, and advanced user of financial market systems such as Bloomberg and Refinitiv.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
