SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

About the mission
With the outbreak of the conflict in April 2023 and forced evacuation of Khartoum and West Darfur (El Geneina), SI was the first international NGO to re-enter Darfur and resume its emergency response. SI is since working in West Darfur, Central Darfur, North Darfur, Gedaref, Al Jazeera and Khartoum, thanks to the support of SHF, CDCS, ECHO and BHA. In February 2024, SI opened a base in North Darfur to provide emergency assistance to populations, as very few humanitarian organizations were operational in the state. Similarly, SI opened an office in Zalinegei, Central Darfur in November 2024. Today, activities are being implementing in West Darfur, Central Darfur, North Darfur, Gedaref, Al Jazeera and Khartoum States across WASH, Shelter and NFI support, Food Security and Livelihood sectors.

In the East, SI is implementing activities in Gedaref, Al Jazeera and Khartoum states, with the main base currently in Gedaref and sub-bases in Khartoum and Al Jazeera. The international staff cover all three states and SI has national staff covering multiple states. With funding from ECHO, CDCS, SHF and BHA, SI covers basic needs of WASH, Livelihood and Shelter. The interventions mainly target IDPs and returnees in the targeted states.

About the job:

General objective:
Under the authority of the Country Director, and under the functional authority of the Ethic and Conformity Regional expert, the Ethics & Conformity Manager's role is to verify the conformity of internal practices and to participate in the dissemination of good internal control practices. He contributes to the success of external audits and plays an active role in training on internal control and conformity issues. He also supports the mission in the follow-up of recommendation and abuse management treatment.

The main challenges:
1- Team and geographic operations are under expansion with the need for structuring and capacity building for the team.
2- Newly created position

Priorities for the 2/3 first months:
1. Follow up on field archiving management system
2. Preparation for SHF anticipated spot checks and audits
3. Support and collaborate with base PSEAH focal points to continue raising awareness and induction of new national staff on PSEAH

Security constraints:
In Ndjamena, the situation is relatively calm, although caution is required. In Sudan, the situation is extremely volatile, and a strict adherence to security rules is mandatory.

Your profile:

DIPLOMAS AND EXPERIENCE:

Bachelor or Masters degree in related field (Accounting, Audit)
• Experience in the humanitarian sector : 3 year
• Experience on a similar position : 3 years

SKILLS:

TECHNICAL SKILLS:
• Strong experience / expertise in Audit, Compliance, Archiving and PSEAH in the NGO sector.
• Strong experience in preparation and facilitating trainings.
• Strong experience in MS Office packages like Excel, Word and Powerpoint

TRANSVERSAL SKILLS:
• Excellent reporting skills
• Good communication skills
• Ability to enforce respect of humanitarian principles and SI policies

LANGUAGES:
English Mandatory
Arabic will be strong asset

SI will offer you:

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:
The coordination team is based in N'Djamena. The post-holder will be living in a shared appartment, with electricity and internet 24h/7. The city of N'Djamena offers a wide range of leisure facilities (gyms, bars, restaurants, cultural institute, riverside walks, etc.) and a large expatriate community. The Compliance Manager may be expected to visit the bases.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
