Médecins Sans Frontières (MSF) is an international humanitarian aid organization providing assistance in more than 70 countries. The OCB Medical Department (Operational Center Brussels) plays a strategic role by defining the modalities of implementation of MSF's medical strategy to safeguard coherence and quality across operations. The Hospital Management Support Unit (HMSU), hosted in the medical department, works interdisciplinarily to support the management of hospitals and larger outpatient departments or clinics. This role focuses on resources management and Ministry of Health (MOH) partnerships.
As Hospital Management and MOH Partnership Referent, you will be the focal point for MOH partnerships, leading coordinated efforts to develop a comprehensive framework, tools, and guidelines for working with Ministries of Health. You will work closely with hospital management teams to provide strategic and operational support aimed at strengthening hospital systems, management practices, and quality of care. You will play a key role in capacity building, mentoring hospital managers, and promoting sustainable management practices. Key responsibilities include developing a MOH collaboration framework, incentive packages, negotiation capacity building, monitoring and evaluation tools, policy and standards alignment, and knowledge sharing.
Requirements: Minimum 2 years of professional experience in hospital management or coordinating positions; minimum 2 years of MSF international experience in different contexts; experience working with Ministries of Health in low-resource settings is mandatory. A degree in Management, Hospital Management, Healthcare Management, Health Policy, or International Relations is a strong asset. Proficiency in English and French (written and spoken) is mandatory. Contract: fixed-term, full-time, 2 years (potentially extendable), with 30% MSF project visits per year. Previous MSF experience mandatory.
