The Haki Ni Yetu (HNY) Project is seeking qualified consultant(s) or consultancy companies to conduct the End of Project Evaluation (EPE) of its EU-funded project in Kenya. The assignment is expected to take place between July and November 2026 (approx. 60 working days from contract signing), combining desk review, fieldwork, and stakeholder validation processes. Background

 

Haki Ni Yetu is a governance accountability and rights project for Kenyans. The Haki Ni Yetu consortium KIOS Foundation, InformAction (IFA), CSO Network-Kisumu, received 4-year funding from the European Union (EU) to implement a project titled "strengthening the capacity of county based and grassroots civil society groups for enhanced governance, accountability and protection of human rights of the people of Kenya".

 

The Program is funded by the European Commission within the "strengthening Kenyan civil society organisations as actors of good governance and development": Funded under LOT 1: "Community-Based and Grassroots Organisations as actors of governance and development". The funding aims at reaching the diversity of CBOs, smaller grassroots organisations and social movements, which play a crucial role in social cohesion and organising at community level.

Objective of the Evaluation

 

The overall objective of the End of Project Evaluation (EPE) is to assess the overall performance of the HNY project, balancing both accountability and learning. This will include assessing relevance, effectiveness, efficiency, sustainability, coherence, impact and Haki Ni Yetu cross-cutting priorities while also drawing lessons to inform future programming and advocacy strategies for the HNY Consortium Partners. The evaluation will also critically assess the partnership dynamics, particularly the effectiveness of the Global Consortium Model.

Key Deliverables

 

The selected consultant(s) will be expected to produce: 

  • Inception Report (max. 20 pages)
  • Data Collection Tools
  • Preliminary Findings Report
  • Draft Evaluation Report
  • Final Evaluation Report (max. 60 pages, excluding annexes)
  • Presentation of Findings (validation workshop and final conference)

Duration

 

Total assignment period: up to 60 days

Consultant Requirements

 

What We Are Looking For 

  • Independent and Ethical Evaluator
  • No prior involvement in the project and no conflicts of interest
  • Demonstrates impartiality, confidentiality, and strong safeguarding standards (incl. PSEAH)

 

Experienced Consultant(s) 

  • Consultant(s) with 10+ years' experience in large-scale development project evaluations
  • Proven experience with EU-funded programs and comparable assignments
  • Team includes Kenya-based expertise and experience in similar contexts

 

Strong Technical Evaluation Expertise 

  • Advanced skills in MEAL, qualitative & quantitative research, and participatory methods (KIIs, FGDs, desk review)
  • Proven data analysis and ability to deliver clear, donor-compliant reports

 

Contextual and Thematic Expertise

 

  • Deep understanding of Kenya's civil society, governance, and human rights landscape
  • Expertise in policy advocacy, climate justice, gender equality, HRBA, and inclusion

 

Delivery Capability and Communication

 

  • Strong analytical, writing, and facilitation skills (incl. workshops: online/hybrid)
  • Ability to meet deadlines and manage complex, multi-stakeholder evaluations
  • Fluent in English, with ability to operate across Kenyan contexts and cultures

Budget

 

The total budget for the evaluation will be in line with the Haki Ni Yetu budget provision. The budget reserved for the evaluation is set at 30,000 EUR inclusive of applicable costs and taxes. Applicants must submit a detailed, itemised financial proposal. For detailed description of the budget and payment, see section 10 in the Terms of Reference.

How to apply and Evaluation of Proposals

 

Interested applicants must submit an Expression of Interest (EOI) including both Technical and Financial Proposals, which will be evaluated as follows:

 

Technical Proposal (50%)

 

A technical proposal (max. 20 pages, excluding annexes) should include: 

  • Clear understanding of the Terms of Reference
  • Proposed approach, methodology, tools, analysis, and reporting
  • Identified risks and mitigation strategies
  • Detailed work plan with timelines and deliverables
  • At least three (3) published samples of similar work (with links)

 

Team Composition (20%) 

  • Overview of team expertise and structure
  • CVs of proposed team members
  • Roles, relevant experience, and level of effort (person-days)

 

Financial Proposal (30%) 

  • Detailed, itemised budget covering all costs
  • Final budget approval will be subject to the Consortium's Project Management Team (PMT) and available funding.
