Ipas is an international non-governmental organization working to improve access to safe abortion and contraception and to reduce maternal mortality and morbidity, supporting the Government of Pakistan and development partners in strengthening the public and private healthcare system. Ipas seeks an experienced research, monitoring and evaluation (RM&E) professional as Senior Manager - RM&E, based in Islamabad, reporting to the Head of Programs and accountable to the Country Director. The role leads the technical approach, planning and coordination of Ipas' assessments, evaluations, monitoring and research activities, and the development and dissemination of knowledge products.
Key responsibilities: implement M&E systems, databases, dashboards and business analytics for the Ipas Pakistan program; develop M&E guidance, tools, plans, methodologies and frameworks; lead M&E budgeting and monitoring of project timelines; lead project reporting to Ipas and donors and coordinate reports to government authorities; provide evidence-informed inputs to funding proposals and concept notes; identify and mitigate risks in R&MEAL activities; strengthen community accountability and feedback mechanisms; foster a culture of learning, document best practices and lessons learned, and develop learning agendas; present monitoring results to donors and external audiences and represent Ipas at meetings and conferences; manage the team, set targets and KPIs, and build team capacity. Around 30% travel to program sites in ICT, Punjab, Sindh and KP is expected.
Requirements: advanced degree in research methodologies, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field; minimum 15 years of experience in monitoring, evaluation and data analytics, preferably in health or development programs, including designing and operating project M&E systems from initiation to closeout; excellent quantitative and qualitative analytical skills; strong knowledge of research methodologies, sampling design and research ethics; advanced skills in Excel, STATA, SPSS, Epi Info or equivalent; fluency in English and Urdu; cross-cultural sensitivity, particularly in reproductive health programming; experience with non-profit organizations. Preferred: qualification in medical sciences or public health, experience in the Pakistan health system, and prior reproductive health experience in the development sector.
