COOPI has been active with its humanitarian action in Syria (Damascus) since 2016, providing food security and livelihoods, early recovery and protection support in Aleppo, Raqqa, Homs, Hama, Rural Damascus and Dara'a, with a main office in Damascus and field offices in Hama and Aleppo.
The PNA Survey Research Consultant will provide technical leadership on the design and field implementation of the Peacebuilding Needs and Impact Assessment (PNA) Survey, a qualitative KII/FGD data collection exercise covering all six regions of Syria, under subcontract to NTC International Corporation (NTCI) for JICA. The consultant will lead survey design, respondent selection, field team supervision, data quality assurance and analytical reporting.
Expected outputs:
- Survey work plan and data collection tools, including objectives and case counts per thematic field, target respondent groups and geographic coverage, data collection modalities by region, implementation timeline, data quality and do-no-harm framework, and security risk management aligned with UNDSS guidance.
- Training materials and sessions for field researchers and facilitators on tools, ethical/do-no-harm protocols and safety procedures.
- Draft and final PNA Survey reports in English, with findings by thematic field, analysis of destabilizing/stabilizing factors, peacebuilding recommendations, anonymized quotes or case examples, and supporting maps, tables and charts.
Key responsibilities: design and pre-test KII/FGD interview guides; coordinate field team travel, permits and safety arrangements; establish secure data storage and protection arrangements for sensitive survey data; develop a prioritization framework tailored to security and access context; assess security and access feasibility per region; coordinate with Operations, Finance and NTCI including biweekly progress meetings; analyse risks and unintended consequences, ensuring conflict sensitivity, protection principles and age, gender and diversity mainstreaming.
Requirements: advanced degree in social sciences, political science, international development or a related field; 5 years of experience conducting qualitative research (KII/FGD) in humanitarian, conflict or post-conflict settings, with prior Syria or MENA experience strongly preferred; excellent written and spoken English; fluent Arabic is required; Microsoft Office skills; strong report-writing skills. Professionals based in Syria or able to be present in-country for the duration of the assignment will be considered more favorably.
Duty station: Damascus, Syria (with travel to project regions). Starting date: October 2026. Duration: 3 weeks deployment.
