Oxfam Novib fights inequality together with colleagues, partner organizations and activists in more than 90 countries. The Compliance and Quality Officer works in the Compliance and Risk Support (CORE) unit of the Finance and Operations Department, which provides project control, compliance oversight and support for Oxfam Novib's externally funded project portfolio (200+ projects, approx. EUR 600M), integrated risk management, quality management and internal audit.
Purpose of the role: ensure that policies, processes and procedures are implemented as per the Oxfam Novib Project Cycle, support users in implementing them, provide quality control and oversight, and contribute to continuous improvement of policies, procedures and processes related to projects and grants.
Key responsibilities:
- Review internal control processes related to the Project Cycle (YOSAS, OPAs).
- Review Grant Forms and handle Grant Management System topics.
- Contribute to the Approval and Transfers audit activities as part of the annual account process.
- Provide helpdesk support to users, including managing the project compliance mailbox.
- Provide support and training to users on related processes and procedures.
- Identify and implement continuous improvements on policies, procedures and ways of working.
- Lead small-scale internal projects for continuous improvement within the team and contribute to other internal projects when requested.
Requirements:
- Bachelor/HBO/Master's degree in business administration, international relations, humanitarian or a related field, or equivalent.
- 2+ years of experience in donor compliance related activities.
- Excellent communication and interpersonal skills; full professional mastery of English.
- Excellent stakeholder and relationship management.
- Proactive, problem-solving and results-oriented mindset with process thinking and analytics.
- Strong organizational and time-management skills, flexibility and ability to multi-task.
- Valid permit to reside and work in the Netherlands.
Conditions: one-year contract (including 1-month trial period) with possibility to extend; 36 hours per week; salary scale 8, EUR 3,325 to 4,934 gross per month based on 36 hours; year-end allowance; hybrid working (50% office in The Hague). Visa sponsorship is not available; candidates residing in the Netherlands or other EU/EEA countries willing to relocate at their own expense are encouraged to apply.
