The Cambodia, Laos, Vietnam (CLV) Cluster links programmes, people, funding resources and knowledge across the Cambodia, Laos and Vietnam country programmes to optimise delivery of the Oxfam Global Strategy Framework and the Oxfam Asia Regional Strategy.
Oxfam Novib is looking for a qualified Programme Coordinator who will be responsible for planning and coordinating the Multistakeholder Alliance Against Corruption and Impunity (MAACI) programme and the good governance portfolio of Oxfam in Laos. The coordinator will manage a portfolio of partners and projects under MAACI, coordinate policy analysis on anti-corruption and good governance for learning, advocacy and fundraising, and act as a resource to drive implementation of the Oxfam in Laos and CLV Cluster strategy.
Contract: 1 year fixed term with possible extension. One Oxfam Grade C2, national contract. The role is managed by the Programme Manager for Active Citizenship and manages programme staff under the change goal portfolio. Oxfam cannot guarantee a work permit; candidates must have the legal right to work in Laos.
Key responsibilities:
- Programme implementation: directly manage projects and support staff; lead identification of anti-corruption and good governance themes; ensure work plans, phased budgets, compliance mechanisms and risk management are followed; produce quality financial and narrative reports.
- Programme development: identify opportunities for local and regional cooperation and back-donor financing; support quality assessments, baselines, concept notes and proposals with budgets.
- Monitoring, exchange and learning: facilitate knowledge management with partners, networking with research institutes and government counterparts, and capacity building for partners; contribute to advancing gender justice.
- Representation and networking: represent Oxfam in government and CSO platforms and multi-stakeholder initiatives; build relationships with new and existing partners.
- Humanitarian preparedness and response: participate in rapid needs assessments, response strategies and delivery.
Essential requirements:
- At least 5 years of operations management experience.
- Degree in development studies or a relevant area, with project management and development experience for INGOs in Laos.
- Competence in capacity building and organisational development of local organisations.
- Excellent written and spoken English and Lao.
- Understanding of anti-corruption, governance and civil society in Laos, and of institutional donor rules (EU-funded project experience preferred).
- Team player with cross-cultural sensitivity, a strong results focus, and commitment to gender equality and inclusion.
