The Technical Manager for Disaster Risk Reduction and Anticipatory Action manages and coordinates disaster risk reduction, community preparedness, early warning systems, anticipatory action, rapid assessments and response-activation readiness activities for the Rapid Interventions through Shared Engagement (RISE) project in Peru. Reporting to the Country Project Manager, the post supports implementation of the approved project narrative, results framework and budget by providing technical input to work plans, tools, protocols, training approaches, quality standards, monitoring and reporting. The role coordinates with local cooperatives, producer organizations, municipal authorities, community leaders and relevant government disaster risk management actors in vulnerable communities.
Key responsibilities: (1) Technical delivery, quality and impact (60%): manage detailed technical work plans, field tools and quality standards; develop criteria to prioritize territories and communities using climate risk, vulnerability and access data; coordinate community risk and capacity assessments, contingency planning, community brigades, early warning dissemination, risk communication and simulation exercises; develop rapid assessment tools able to support initial assessments within 24-72 hours of a trigger; develop and test activation protocols for localized response within 72-96 hours; coordinate after-action reviews; develop alternative implementation scenarios; recommend pre-positioning criteria with WASH/climate resilience and logistics colleagues; and ensure protection, gender equality, disability inclusion, accountability to affected populations, conflict sensitivity and do-no-harm. (2) Coordination and collaboration (25%): maintain relationships with municipal authorities, community leaders and government DRM actors; align with government-led DRM systems; provide technical guidance and coaching to project colleagues and partners. (3) Data management, documentation and reporting (15%): apply technical quality standards, review monitoring summaries, document risks and mitigation, and prepare analysis and narrative inputs for donor reports.
Requirements: Bachelor's degree in disaster risk management, humanitarian action, environmental sciences, climate change, public health, social sciences, engineering or related field with at least 5 years of relevant experience (master's desired); demonstrated experience in DRR, humanitarian preparedness, anticipatory action, rapid response or climate resilience; hands-on experience in risk and capacity assessments, contingency planning, early warning and simulations; ability to build relationships with government, municipalities and community organizations; experience in rural Peru and knowledge of VRAEM operating conditions strongly preferred; excellent written and spoken Spanish required, working English preferred; proficiency in Office 365. The role is office-based (Monday to Friday), requires travel, and no direct reports.
