The International Telecommunication Union (ITU) Telecommunication Development Bureau (BDT) is seeking consultants for its Disaster Preparedness Consultant Roster (Vacancy notice no. 1469). The position is home-based (remote), roster-type contract of a minimum of 6 months, open to external candidates.
Background: Disasters threaten socio-economic development, and least developed countries and small island developing states are particularly vulnerable. Under the UN Early Warnings for All (EW4All) Initiative, ITU leads the 'Warning Dissemination and Communication' pillar, working with UNDRR, WMO and IFRC to strengthen countries' multi-hazard early warning and alert dissemination capacities.
Responsibilities: Under the guidance of the Head of the Environment and Emergency Telecommunications Division, the consultant will:
- Support BDT's leadership of the warning dissemination and communication pillar of EW4All: coordinate technical assistance with governments and regional partners, identify experts to deliver assistance in countries, support country workshops and programmes, and research and compile public warning systems, regulations and platforms (including Common Alerting Protocol, cell broadcast and satellite direct-to-handset).
- Support EW4All communication and fundraising efforts by providing content.
- Support the AI sub-group of EW4All by organizing meetings and events and liaising with stakeholders.
- Provide analytical support to the Disaster Connectivity Map by researching new data sources for connectivity gaps and coordinating with the Emergency Telecommunications Cluster and GSMA.
- Support the preparation and organization of meetings and seminars, prepare documents and liaise with speakers and experts.
Requirements: University degree in international relations, development studies, engineering, business management or international policy. At least two years of progressively responsible experience in emergency telecommunications, disaster risk reduction and management, or early warning systems, working directly with countries on implementation. A higher degree can substitute for one year of experience. Advanced English; a second UN official language is an advantage. Experience working with local, national or international stakeholders in emergency telecommunications; DRR technical experience is an advantage.
Remuneration: Daily rates of 185 to 360 USD depending on experience.
