Humanity & Inclusion (HI) is an independent and impartial aid and development organisation working alongside persons with disabilities and vulnerable populations in situations of poverty, exclusion, conflict and disaster. HI has worked in Colombia since 1998, focusing on health and rehabilitation services, resilience and protective environments, sustainable livelihoods, and comprehensive mine action.

The Regional Programme Development and Reporting Officer (PDRO) reports to the Regional Technical Head of Program and works closely with Country Managers. The role manages the donor funding cycle for the Latin America programme, with about 70% of time dedicated to Colombia and 30% to other countries in the region.

Key responsibilities:
- Donor relations and opportunity development: identify institutional and private funding opportunities, engage donors, lead development of project proposals (theory of change, logframes, MEAL plans, narrative, staffing and budgets), coordinate with shared services and national associations, manage consortium coordination, and maintain the donor CRM.
- Grants management: ensure a sound contract management cycle from signature to closure, plan and coordinate narrative and financial reports with operations, finance, logistics, technical, HR and MEAL teams, quality-check donor documents, support amendments, and run grant opening and closing meetings.
- Training: develop and deliver training for field and partner staff on proposal development, reporting deadlines and HI-specific documentation; support compliance and contract archiving.

Requirements:
- Bachelor's degree in law, international cooperation/humanitarian work, political science, international relations, project management, communications or related fields.
- Minimum 5 years of experience in proposal development, grants management of humanitarian/development projects and international donor relations.
- Knowledge of major donors and guidelines (ECHO, INTPA, OCHA, WRA, NORAD, among others).
- Excellent written and spoken English and Spanish; French is an asset.
- Experience working with INGOs; knowledge of the private sector.
- Strong analytical and synthesis skills, planning, coordination and negotiation, ethical commitment, adaptability and resilience.

Contract: indefinite, 1 vacancy, Bogotá, Colombia. Salary between COP 7,127,559 and 8,489,037 per month.
