The Danish Refugee Council (DRC) is a leading protection agency that has operated in Ukraine since 2014 and employs over 800 staff across Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action). DRC takes an integrated, outcome-oriented approach in which humanitarian mine action enables recovery and durable solutions for conflict-affected communities, delivered through a decentralised model of area offices supported by the Country Office.
The Head of Humanitarian Mine Action (HMA) provides overall leadership, management and oversight of DRC's HMA portfolio in Ukraine. Reporting to the Head of Operations and working closely with the Head of Programmes and the Country Director, the role cuts across Programme and Operations.
Key responsibilities:
- People management: lead and line manage direct reports, oversee the HMA team structure at Country and Area Office levels, drive capacity building and nationalisation plans for key roles.
- Strategic leadership: set and update the HMA strategy in line with DRC Ukraine strategies, national mine action strategies and donor priorities; promote integration with Protection, Shelter and Economic Recovery.
- Programme design: lead HMA technical inputs to concept notes, proposals, targets, indicators and budgets; review partner proposals.
- Reporting and monitoring: ensure quality donor reporting and data management in line with IMSMA standards.
- Localisation and partnerships: lead the HMA localisation strategy and ensure partner-led implementation meets DRC technical and quality standards.
- Operational delivery: oversee clearance, survey and Explosive Ordnance Risk Education activities, ensure adherence to SOPs and National/International Mine Action Standards, quality assurance and procurement.
- External engagement: act as focal point for donors, liaise with national and local mine action authorities, and represent DRC in coordination mechanisms.
Requirements:
- Minimum 7 years of experience with strong HMA knowledge at senior level, evidenced by recognised technical qualifications (EOD an asset).
- Minimum 5 years managing multi-disciplinary teams in complex humanitarian and conflict settings.
- Experience in programme strategy design, proposal writing and budget management for multiple grants.
- Solid understanding of HMA programme cycle management, including IMAS/NMAS compliance.
- Experience engaging donors, Mine Action Authorities and UN coordination bodies.
- Experience in partner and localisation management and coordinating across departments.
Contract: 12-month fixed-term with possible extension, Band E1 – Manager, Kyiv (non-family duty station), start ASAP.
