Location: Dar es Salaam, Tanzania
Senior Technical Officer – Supply Chain and Customs clearance provides strategic leadership and end-to-end oversight and coordination of importation, regulatory compliance, customs clearance, logistics, and final delivery of donor-funded health commodities across Tanzania. The position ensures compliance with USG, Government of Tanzania, Global Fund, and other donor and regulatory requirements, including tax and duty exemptions and import requirements. The role serves as principal liaison between FHI 360, USG/DoS, Global Fund, Ministry of Health programs (NASHCoP, NMCP, NTLP, ZIHHTLP), implementing partners, regulatory authorities, and third-party logistics providers to ensure timely, cost-effective, compliant movement and delivery of health commodities, covering HIV, Malaria, TB and Polio, and directly supervises logistics personnel.
Key responsibilities include overseeing importation and customs clearance of donor-funded health commodities; maintaining relationships with TMDA, CMSA, TRA, TBS and other regulatory agencies; reviewing shipping/customs documentation; monitoring shipment status, delivery performance and risks; coordinating cold-chain logistics; representing the organization in supply-chain coordination forums; and leading continuous process improvements.
Requirements: Bachelor's degree in supply chain management, procurement, logistics, public health, or related field (Master's preferred); minimum 8 years of progressively responsible experience in health logistics, supply-chain management, importation, customs clearance, procurement, or distribution of health commodities; demonstrated experience with USG, PEPFAR, Global Fund, or other donor-funded programs; strong knowledge of Tanzania's importation and customs clearance regulatory environment.
