Location: Dar es Salaam, Tanzania
The STO Demand Planning Laboratory Services provides technical assistance to the National AIDS, Sexually Transmitted Infections and Hepatitis Control Programme (NASHCOP), including PMTCT, the National TB and Leprosy Programme (NTLP), the National Malaria Control Programme (NMCP) and Laboratory Unit across disease areas to strengthen laboratory commodity planning and supply chain management. The STO ensures HIV/AIDS, Malaria and TB laboratory commodities are accurately quantified, forecasted, procured, stored, distributed and managed per national policies and SOPs, provides routine updates on commodity status and risks, and works with MoH entities to improve laboratory commodity availability. Key accountabilities include leading forecasting, quantification and demand planning for laboratory commodities; developing and updating national supply plans; analyzing consumption and inventory data; preparing quantification reports and procurement schedules; monitoring stock status and supply chain risks; strengthening LMIS/eLMIS systems; coordinating with MSD, donors and implementing partners; providing technical assistance and capacity-building to national counterparts; and preparing technical and performance reports. Requires a Master's degree in laboratory sciences, Pharmacy, Public Health, Supply Chain Management, Health Logistics or related field, minimum 6 years of progressive experience in laboratory commodity forecasting and supply chain management, experience with NGOs/government/donors, knowledge of Tanzania's health supply chain systems, proficiency in quantification tools (Quantimed, PipeLine, ForLab), and fluency in English and Kiswahili.
