The UfM Secretariat is seeking a Director of Administration for its headquarters in Barcelona (Ref. UfM/FT/2025/11). The Director is responsible for the overall leadership and performance of the Administration Department, ensuring that accounting systems, financial and procurement processes, and reporting mechanisms meet the highest standards of accuracy, compliance and transparency. The role provides strategic leadership to Finance, Central Support Services, Contracts and Procurement, Grants & Funds Management, and Information Technology. The Director reports to the Deputy Secretary General of Administration and is a member of the UfM Management Committee.
Key responsibilities: lead the development and monitoring of financial strategies, policies and procedures in line with EU financial regulations, international accounting standards (e.g. IPSAS) and donor requirements; oversee budgeting, forecasting, financial reporting, accounting, treasury, payroll and procurement; advise senior management on administrative, financial and institutional risks, governance and internal control; act as UfM Accounting Officer; ensure IT infrastructure and ICT operations meet organisational needs; ensure agile support from the CSS Unit for logistics, events, missions and facilities; manage team performance and development; engage with Member States, donors and auditors and represent the UfM at senior-level meetings.
Requirements: national of a UfM Member State; Master's degree in business administration, finance, accounting, economics or a related field (professional accounting qualification such as ACCA, CIMA or CPA highly desirable); minimum 16 years of progressively responsible experience, including at least 8 years in senior managerial roles overseeing administrative services, financial operations or corporate services; in-depth knowledge of accounting standards (GAAP, IFRS and/or IPSAS); audit and risk management experience; experience in EU institutions or agencies and knowledge of PRAG highly desirable; excellent English plus another UfM language (French, Spanish or Arabic). Post classification CS1.1, Step 1; annual gross salary 95,198 Euros; contracted under the Staff Regulations and Implementing Rules.
