The Norwegian Refugee Council (NRC) has worked in the Central African Republic since 2014. It runs programmes in Information, Counselling and Legal Assistance (ICLA), Education, Shelter, WASH and Protection from Violence. From 2027, NRC CAR will move from a standalone country office to an integrated operational presence under the Cameroon country office. NRC is recruiting a Logistics Coordinator based in Bouar.
The Logistics Coordinator is the main operational focal point of the logistics department in western CAR. The role coordinates day-to-day logistics: procurement, warehouse, fleet and asset management, and programme support at the bases under its responsibility (Bouar, Kaga Bandoro and Paoua). It reports technically to the Logistics Manager in Yaoundé.
Key responsibilities:
- Implement NRC systems, procedures and the Logistics Handbook, and ensure compliance with donor requirements and anti-corruption guidelines.
- Supervise and validate procurement processes within delegated authority limits. Ensure the quality of procurement files, market analyses, cost-benefit analyses (CBAs) and contracts.
- Oversee stock management, physical inventories, asset registration and tracking, and fleet control (fuel consumption, preventive and corrective maintenance).
- Manage framework agreements and strategic suppliers.
- Produce and analyse monthly logistics indicators and propose corrective actions.
- Visit bases regularly to assess compliance and coach teams. Recruit, supervise and develop the logistics team.
- Identify logistics risks and follow up on mitigation measures. Support emergency response and deployments. Follow up on internal and external audit actions.
Requirements:
- Bachelor's degree (BAC+3/4) in procurement, supply chain management, logistics and transport, business administration, international trade, economics or a related field.
- At least 5 years of progressive experience in logistics, supply chain or procurement.
- Experience as a Logistics Coordinator in a humanitarian or recovery context, and experience in complex, unstable environments.
- Strong supervision and team management skills, and good command of IT and logistics management tools.
- Excellent French, written and spoken. English is an asset.
- Ability to work under pressure and in a multicultural organisation.
Offer: a 12-month contract, renewable subject to funding. The post is in Bouar with 70% field travel. Salary is Grade 7, step 1 of the NRC CAR scale. The desired start date is January 2027.
