Location: Semera, Ethiopia
The Norwegian Refugee Council (NRC) is seeking an Information, Counselling and Legal Assistance (ICLA) Assistant to support day-to-day implementation of the ICLA Programme in Gerani and Sibaybi woredas of Afar region, Ethiopia. The position reports to the ICLA Project Coordinator and supervises community outreach workers. Duty station: Gerani and Sibaybi, with travel to and within woredas in Afar region. Project number: ETFM2601. Contract: 6 months (national staff contract).
Responsibilities:
- Provide and facilitate information, counselling and legal assistance activities to project participants in line with NRC policies, strategies and work plans.
- Accurately record all ICLA activities using NRC templates and guidance.
- Facilitate and provide information on legal and civil documentation (LCD), rights and entitlements to project participants using agreed information scripts.
- Provide legal counselling on LCD and housing, land and property (HLP) topics, and assist participants to resolve their LCD and HLP issues independently.
- Assist in delivering LCD and HLP training using NRC-approved materials.
- Participate in assessments, monitoring and profiling exercises.
- Ensure ICLA activities follow NRC ICLA SOPs.
- Develop work plans, prepare progress reports, ensure proper filing of project documents, and cooperate with partners and local authorities.
Qualifications:
- University degree in Law, Political Science, Sociology or a related field.
- Minimum 1 year of relevant work experience.
- Experience in a humanitarian/recovery context and understanding of humanitarian intervention in contested areas.
- Knowledge of humanitarian principles and code of conduct.
- Amharic language is mandatory; good spoken and written English.
- Strong communication, interpersonal, analytical and negotiation skills; ability to prioritise, work under pressure with limited supervision, and willingness to spend significant time at field level.
