This is a remote-global role. The hiring team is considering candidates wherever CRS is registered to work. CRS does not sponsor visas for remote employees. The pay range of $95,173 - $117,498 annually applies only to applicants working within the US and to applicants classified as International Assignees. Staff hired on local payroll follow the respective country pay range.
About the role: The Deputy Chief of Party II will be part of the leadership team for the anticipated Continuity of Integrated Health Services (CIHS) project, a multi-country initiative supporting Guinea, Liberia, Mali, and Togo. The postholder provides strategic oversight and leadership for all technical programming. This covers malaria, maternal, newborn and child health (MNCH), health systems strengthening, infectious disease preparedness and response, and transition to country ownership. They directly oversee the core team of technical advisors and guide implementation of the project's four objectives: (1) strengthening malaria and MNCH service delivery; (2) strengthening health information systems, laboratories, supply chains and other health systems; (3) improving readiness to detect and respond to infectious disease threats; and (4) accelerating the transition to country-led health programs.
Key responsibilities:
- Provide overall technical leadership across malaria, MNCH, laboratory systems, disease surveillance, health information systems and supply chain strengthening.
- Serve as primary technical point of contact with the Department of State and public, private and NGO stakeholders.
- Lead an integrated technical strategy coordinated across disciplines, countries and consortium partners, aligned with donor priorities and country needs.
- Manage, supervise and mentor a multidisciplinary team of technical advisors, including development plans and performance assessments.
- Contribute to staffing plans and recruitment of senior technical staff.
- Manage technical risks and ensure adherence to CRS safety, security and safeguarding policies.
- Ensure responsible stewardship of agency and donor resources and compliance with donor requirements.
- Maintain relationships with consortium partner organizations.
- Foster a culture of learning, continuous improvement and adaptive management.
- Identify capacity gaps among CRS, partner and government stakeholders and propose training, mentoring and technical assistance.
Qualifications:
- Bachelor's degree in international development, international relations or a relevant technical area. A Master's degree is preferred.
- Minimum 5 years of relevant management and technical experience.
- Minimum 2 years managing donor funds, including multi-country grants.
- Recognized technical experience in the sector, shown through publications or conference presentations.
- Experience coaching and mentoring project staff.
- Demonstrated success managing complex, high-value, multi-activity projects.
- Experience engaging partners and strengthening partnerships.
- English required; French preferred. Travel up to 30%. Supervisory responsibilities: yes.
