This is a remote-global role. The hiring team is considering candidates wherever CRS is registered to work. CRS does not sponsor visas for remote employees. The posted pay range of $71,349 - $88,085 annually applies only to applicants who perform the job within the US and to applicants classified by CRS as International Assignees. Staff hired on local payroll follow the respective country pay range.
Job summary: The Program Manager I acts as a technical advisor and process lead for quality Monitoring, Evaluation, Accountability and Learning (MEAL) design on the Continuity of Integrated Health Services (CIHS) project, a multi-country initiative supporting Guinea, Liberia, Mali, and Togo. The role manages tools and recommends methods suited to the project's scope, context and technical requirements. It coordinates MEAL activities, maintains relationships with partners and other stakeholders, and uses technical MEAL skills to manage and analyze data, ensure donor compliance, and support learning.
Key responsibilities:
- Develop the project MEAL system and manage MEAL implementation through the project cycle (start-up, implementation, close-out) in line with CRS program quality standards and donor requirements.
- Contribute to needs assessments and support results frameworks, theories of change, Proframes and SMILER.
- Provide technical support in analyzing qualitative and quantitative MEAL data, ensuring data quality and data management.
- Use data analysis and reflection to drive improvements in ongoing project activities.
- Ensure compliance with donor and agency MEAL requirements.
- Engage community members and key stakeholders and share MEAL learning in regional discussions.
- Contribute to MEAL planning, narratives and budgeting.
- Identify MEAL capacity needs of partner organizations, contribute to capacity strengthening, and train project stakeholders in the MEAL system and donor requirements.
- Support donor reports, organize quarterly partner meetings, and report annual Global Results in CRS systems.
Qualifications:
- Bachelor's degree in international development, international relations, sociology, statistics or a related field.
- 5 years of relevant field-based experience coordinating or managing light to moderately complex projects, preferably with an international NGO.
- Experience communicating with communities and implementing accountability mechanisms.
- Fluent English required; French is a plus.
- Preferred: Master's degree, MEAL leadership experience, partner engagement experience, and proficiency with MS Office and statistical packages (SPSS, Stata or R).
- Willingness to travel up to 40%. No supervisory responsibilities.
