This is a remote-global role. The hiring team is considering candidates wherever CRS is registered to work. CRS does not sponsor visas for remote employees.

The Program Manager II, MEAL will serve as a member of the leadership team for the Continuity of Integrated Health Services (CIHS) project, a multi-country initiative supporting Guinea, Liberia, Mali, and Togo. The project has four objectives: (1) strengthening malaria and MNCH service delivery; (2) strengthening health information systems, laboratories, supply chains, and other health systems; (3) improving readiness to detect and respond to infectious disease threats; and (4) accelerating the transition to country-led health programs. The role oversees MEAL activities, including performance monitoring, data analysis, indicator reporting, data quality assurance, evaluations, and accountability mechanisms across all participating countries. It also ensures donor compliance and supports learning initiatives.

Key responsibilities:
- Lead and manage the technical MEAL component of the CIHS project, in line with CRS quality standards, donor guidelines and industry best practice.
- Develop, implement, supervise and strengthen data collection, management and reporting systems at community, health structure and partner levels.
- Manage and supervise program staff, including coaching, development plans and performance management.
- Lead program learning, research and knowledge management, and disseminate lessons learned.
- Provide technical guidance on proposals, including monitoring systems and indicators.
- Oversee technical assistance and capacity strengthening for program staff and partners.
- Strengthen partnerships relevant to MEAL, and ensure timely and appropriate project expenditures.

Requirements:
- Bachelor's degree in Social Sciences, Development Studies, Statistics, Information Management or a related field. A Master's degree is preferred.
- At least 7 years of relevant experience, including at least 3 years in MEAL.
- Experience managing large and complex MEAL programs and managing teams.
- Strong project grants management experience, including project design, and experience engaging with partner organizations.
- Excellent quantitative and qualitative data analysis skills. Proficiency in SPSS, Stata or R and in digital data collection tools is preferred.
- English fluency is required. French proficiency is preferred.
- Willingness to travel up to 40%.

Pay range for US-based and international-assignee staff is $81,694 - $100,857 annually. Staff hired on local payroll follow the pay range for their country. Full-time.
