The State of Espírito Santo, through the Secretariat for Science, Technology, Innovation and Professional Education (SECTI), has received World Bank (IBRD Loan 9679-BR) financing for the Programa de Apoio ao Fortalecimento da Gestão Pública - ES MAIS INTELIGENTE, and invites eligible individual consultants (natural persons) to express interest in the position of Individual Consultant (analyst level) for contract monitoring and control, providing technical support to the Program Management Unit (UGP). Reference: 1-C4-INDIV-BR-08, Request for Expression of Interest 001/2026.
Objectives of the services: (i) support the Program Management Unit in the systematic monitoring of contract execution, expected deliverables, physical-financial schedules and payment processes, so that deadlines and agreed obligations are met; (ii) provide technical support to the Program's Implementing Units responsible for contract management, guiding them on the procedures, workflows, records and controls needed to follow up on contractual obligations; (iii) monitor compliance with institutional procedures and workflows, ensuring that the stages of analysis, approval, measurement, certification, authorization and payment follow the applicable rules; (iv) identify in a timely way delays, risks, inconsistencies and pending items that may jeopardize contract execution, proposing referrals and corrective measures to the responsible units; (v) support the preparation of management and technical reports on contract progress, deliveries, payments made, deviations identified and actions taken.
Interested consultants must submit a detailed CV demonstrating the minimum qualifications and experience set out in item 8 (Professional Qualifications) of Terms of Reference No. 04/2026. Selection follows the World Bank Procurement Regulations for IPF Borrowers (5th edition, November 2023), Section VII, items 7.36 and 7.37. Consultants must also observe the Bank's conflict-of-interest policy (Section III, paragraphs 3.14, 3.16 and 3.17). The notice is written in Portuguese.
