Shelter and WASH Officer Yemen Hodeidah (National)
Location: Hodeidah, Yemen
The WASH/Shelter Officer contributes technical expertise to the implementation of Shelter and WASH projects, ensuring activities are delivered effectively, on time, and in line with humanitarian standards. The role involves supporting assessments, monitoring progress, preparing documentation, and engaging with communities to facilitate smooth interventions. While the position does not normally include staff management, it may occasionally require limited supervision of assistants for specific tasks.
Responsibilities include ensuring compliance with NRC and WASH/Shelter (including CCCM) strategies, tools, handbooks, guidelines and standards; providing technical responsibility for implementation, documentation, quality control and monitoring of project activities; supporting project staff through technical support and capacity building; planning and supervising quality control of WASH/Shelter construction or rehabilitation works across contractor, cash-based, and beneficiary-driven modalities; conducting regular field visits; producing technical tools such as field supervision checklists, report templates and data collection tools; tracking assistance for project management, logistics, finance reconciliation, accountability and M&E; ensuring inclusion of Safe and Inclusive Programme (SIP) considerations; initiating procurement processes including tender documents, technical designs, BoQs and bid evaluation; defining in-kind/cash-based modalities based on market assessments; and supporting NRC Minimum Environmental Requirements.
Qualifications: University degree in Civil Engineering, Architecture, Urban Planning, or a related engineering field; minimum 3 years of professional experience in WASH/Shelter interventions design/implementation; at least two years' experience in humanitarian or recovery contexts; solid technical expertise in WASH and/or Shelter with focus on hardware aspects; previous experience in complex and volatile environments; willingness to travel and work regularly in field locations; good knowledge of English, written and verbal.
