FHI 360 is a non-profit human development organization seeking a Health Information Systems Advisor for the EpiC project (Meeting Targets and Maintaining Epidemic Control), a PEPFAR/USG-funded global project supporting HIV epidemic control, global health security, and outbreak response in the Kyrgyz Republic, Tajikistan, and Kazakhstan. The Advisor provides strategic and technical leadership for strengthening national health information systems, digital surveillance platforms, interoperability frameworks, and data-driven decision-making under the Global Health Security portfolio, reporting to the EpiC Kyrgyz Republic Associate Director Technical. Key responsibilities include leading digital health transformation and interoperability initiatives, supporting One Health information system integration, establishing data governance and quality assurance frameworks, managing risk/cybersecurity for health information systems, building institutional capacity through training, and engaging with government counterparts, donors, and technical partners. Requires a bachelor's degree (master's preferred) in Health Informatics, Information Systems, Computer Science, Digital Health, Public Health Informatics, Epidemiology, Biostatistics, Data Science, or related field, plus minimum seven years of progressively responsible experience in health information systems, digital health, disease surveillance, or related technical fields, including experience with national-scale HIS initiatives, interoperability/integration programs, and donor-funded government projects. English and Russian fluency required; Kyrgyz language knowledge an advantage. Involves 30% travel within the Kyrgyz Republic. Expected salary range USD 21,000-30,000 annually.
