CAFOD is seeking a Programme Officer – Resilient Livelihoods and Governance to contribute to its programmes in Sierra Leone, in line with the agreed strategy. The post-holder will take the lead on the day-to-day management of CAFOD-supported resilient livelihoods and governance programmes and partnerships. CAFOD's work is underpinned by an Integral Ecology Programme Model, addressing the causes and symptoms of poverty, inequality and environmental degradation. This is a fixed-term, one-year, full-time post based in Freetown, line managed by the Programme Manager.
 
Key responsibilities:
  • Project management and development in line with the Sierra Leone and Liberia Core Programme Strategy, including day-to-day management of programmes, monitoring, evaluation and reporting, support for new proposals and donor reporting, capturing learning, and advocacy in support of partners.
  • Building and developing effective relationships with partner organisations, including capacity assessments, up-to-date partner records (safeguarding, organisational and financial profiles) and capacity strengthening plans.
  • Representing CAFOD with local government, national networks, bilateral agencies and Caritas/CIDSE agencies.
  • Financial management and monitoring: preparing and monitoring project budgets, risk registers, partner financial reports, audits, regular monitoring visits and project reviews.
  • Programme quality, systems and standards: using CAFOD's programme management systems, ensuring compliance with policies and donor requirements, supporting inter-partner learning events.
  • Providing technical support and guidance on resilient livelihoods and governance across the Sierra Leone and Liberia programme.
  • Promoting a strong safeguarding culture.
 
Person specification: understanding of and experience in international development and programme management; values-based partnership experience between northern and southern organisations; programme cycle management; institutional donor funding experience; financial management and budget monitoring skills; ability to build the capacity of local partners and national NGOs; thematic experience in resilient livelihoods and governance programming in Sierra Leone or the region; willingness to travel approximately 12 weeks per year, sometimes at short notice. Desirable: at least 4 years' relevant NGO sector experience. Salary: starting at Le 273,618.
