General responsibilities include processing purchase requisitions/orders within purchasing authority; inviting, assessing and recommending supplier tenders, bids, quotations and proposals; establishing and negotiating contract terms with suppliers; preparing and maintaining purchasing records, reports and price lists; coordinating with stakeholders on procurement needs, quality and delivery requirements; inspecting vehicles and managing stock control and store keeping; maintaining asset inventory; booking travel and accommodation for staff and visitors; ensuring vehicles and equipment are insured per NPA, donor and local regulations; and ensuring logistics operations are fully documented. Specific duties include implementing monthly reporting systems for logistics activities and inventory; evaluating supplier performance and overseeing customs clearance; ensuring timely, low-cost procurement and delivery; maintaining up-to-date stock, fleet and fuel records with monthly analysis; arranging vehicle servicing and repairs; and evaluating local suppliers and market prices. Qualifications: university degree/diploma in a relevant field, good knowledge of English and Ukrainian, good computer skills, three or more years of experience in the humanitarian sector, two or more years in a relevant logistics field, experience working in insecure environments, and experience with procurement/warehousing/fleet management software and customs procedures is desirable. Candidates should have strong communication and interpersonal skills, be systematic and organised with attention to detail, and be able to work calmly under pressure with limited supervision.
