Location: Addis Ababa, Ethiopia
The Senior Director for Monitoring, Evaluation, Learning (MEL) and Innovation provides overall leadership for the integrated MEL, digital systems, analytics, learning, knowledge management, communications, and innovation functions of the America First Global Health Strategy (AFGHS) and Supply Chain Strengthening (SCS) projects in Ethiopia. The position leads the evidence and innovation strategy across Supply Chain and Tuberculosis work streams, ensuring performance information is accurate, timely, decision-oriented, and aligned with US Department of State/GHSD requirements and Government of Ethiopia systems. Responsibilities include setting the project-wide MEL and innovation strategy, results framework, and learning agenda; governing an integrated performance management system; directing digital data architecture including DHIS2, DAGU/e-LMIS, and e-RIS; leading mixed-method evaluations and implementation research; and leading a multidisciplinary team of MEL, digital health, communications, and knowledge management experts. Required: Master's degree in MEL, public health, epidemiology, biostatistics, data science, health informatics, social sciences, implementation science, health systems, or supply chain management (doctoral degree preferred); at least 15 years of progressively responsible experience in MEL, research, analytics, digital health, or innovation; extensive senior leadership experience designing MEL systems for large donor-funded health programs; USG experience required, Department of State or performance-based financing experience strongly preferred; significant experience in Ethiopia including work with the Ministry of Health; professional fluency in English and Amharic required.
