Location: Guatemala City, Guatemala
As the monitoring, evaluation, accountability and learning (MEAL) lead for the project team covering Guatemala and El Salvador, the MEAL Manager coordinates and reports on all project MEAL activities. The MEAL Manager also gives MEAL technical guidance to staff and implementing partners advancing Catholic Relief Services' work with poor and vulnerable people.
Key responsibilities:
- Lead implementation of all assigned project MEAL activities in both countries, in line with CRS program quality principles, MEAL policies, donor requirements and good practice.
- Ensure learning accompanies project activities throughout the project cycle. Coordinate reflection sessions with partners and report implementation gaps to inform adjustments.
- Roll out and run the project's feedback and response mechanism (FRM).
- Support the collection, analysis, validation and reporting of project data through national information systems, working with government counterparts to improve data quality and use.
- Coordinate national and sub-national consultations with government and stakeholders to identify MEAL system gaps and priorities, and support capacity strengthening plans.
- Provide technical assistance and mentoring to government MEAL personnel and local partners.
- Supervise and inspect MEAL processes at project sites, and track MEAL budget use with implementing partners.
- Facilitate cross-country learning forums, communities of practice and peer exchanges between Guatemala and El Salvador.
- Harmonize MEAL tools, indicators and data quality standards across both countries.
- Document and share case studies and promising practices, and produce learning briefs and donor reports.
- Support a cross-country learning agenda on child protection, family-based care, social service systems and early childhood development.
Qualifications:
- Bachelor's degree in international relations, international development, economics, statistics, systems engineering, information systems or data analytics. A master's degree and studies in MEAL or ICT4D are a plus.
- At least 5 years of project support experience, ideally in MEAL for an NGO.
- Preferred: experience with partners, participatory planning and community engagement; staff supervision; government-led monitoring and information systems; and child protection or family strengthening programs.
- Required language: Spanish. Advanced English is a plus.
- Travel of up to 50% to implementation areas and between Guatemala and El Salvador.
