The Norwegian Refugee Council (NRC) is a global humanitarian organisation helping people forced to flee. NRC is recruiting an Education Officer for its Rakhine State programme, based in Maungdaw, Myanmar. This is a fixed-term national contract (Grade 5, Step 1) running to June 2027 with possible extension. The role reports to the Multi CC Coordinator, with technical line to the Education Project Manager, and involves about 70% travel.

Responsibilities:

Coordinate education activities according to strategy, proposals, budgets and plans, ensuring adherence to NRC policies and donor requirements.
Involve and inform communities, community leaders and other stakeholders about activities.
Break down annual operational plans into weekly, monthly and quarterly implementation plans.
Coordinate with partners and other education stakeholders; ensure timely procurement, development and distribution of teaching and learning materials.
Supervise, train and develop the team, including education technical assistants and community-based workers, and report on their progress.
Schedule and participate in training, implementation and follow-up, including monitoring and evaluation, teaching methodologies, education needs assessments and field missions.
Promote the Right to Education (including in emergencies) with an understanding of Protection, Gender, Inclusion and Child Protection principles.
Build collaboration with education committees, community groups, youth-led organisations and implementing partners.
Conduct regular classroom observations and teacher follow-up.
Prepare progress reports in line with donor and NRC guidelines; archive supporting documents to NRC standards.
Represent NRC in meetings and work closely with the Finance Officer on project financial processes.

Qualifications:

At least 3 years' experience in Education in Emergencies (EiE) or education programming in conflict-affected, displacement or other crisis contexts.
Bachelor's degree from any recognized university.
Experience as a Project Officer or similar in a humanitarian/recovery context, including complex and volatile settings.
Experience managing budgets and staff.
Fluency in local languages and in written and spoken English.
Ability to use digital tools for communication, monitoring, data collection and reporting.
Flexible, creative, co-operative and adaptable, with strong communication skills.
