Catholic Relief Services (CRS) has supported Afghan communities and partners since 2002 with emergency relief, WASH, education, agricultural livelihoods, natural resource management and market system development. CRS Pakistan focuses on emergency response and recovery in Sindh and Khyber Pakhtunkhwa, embedding disaster risk reduction and climate resilience.
As a member of the Afghanistan and Pakistan Business Management Unit (BMU) Senior Management Team, the Head of Programming provides strategic direction, leadership and management of the BMU's programming so that high-quality programs serving poor and vulnerable people are established and implemented successfully. The role reports to the Country Representative, Afghanistan and Pakistan, and is based in Kabul (Global Programs – EMEA Region, Salary Grade 11).
Key responsibilities:
- Work with the Country Representative to set strategic direction for country program strategic frameworks and plans, including resource mobilization strategies.
- Lead high-quality project design using project management standards and MEAL methods, and coordinate planning across sectors to integrate interventions.
- Manage and supervise talent: coaching, individual development plans, performance assessments, staffing plans and recruitment of senior project staff.
- Promote accountability, learning and knowledge management, overseeing implementation of the MEAL policy.
- Coordinate with operations leads on project budgeting and stewardship of project resources.
- Oversee the business development cycle to ensure quality proposals meeting agency and donor standards.
- Oversee the identification, assessment and strengthening of partnerships.
- Ensure technical assistance and capacity strengthening for project teams and partners in project management, MEAL and business development, including developing and delivering trainings.
Qualifications:
- Bachelor's degree in International Development, International Relations or a relevant field (Master's preferred).
- 5-8 years of relevant field-based program management experience, including at least two years of senior management experience with diversified programs and donors.
- Experience developing successful proposals, reports, strategic alliances, project design, management, and monitoring and evaluation.
- Experience in partner capacity strengthening, staff development, training and mentoring.
- Experience in community development and mobilization, and in grants management, preferably for multiple public donors including USG, EU and FCDO.
- Successful business development experience capturing donor funding.
- Professional working proficiency in English and excellent English writing skills.
Travel: up to 60% of the time, including international travel between Afghanistan and Pakistan.
