CIEE is a nonprofit study abroad and intercultural exchange organization that builds bridges between individuals and nations through international exchange experiences. CIEE is seeking an energetic, relationship-focused Program Manager to help launch two new scholarship programs, the U.S.-Baltic Bridge Fellowship (a 9-month paid internship in the United States for interns from the Baltic region) and the Global Innovators Academy (a three-week U.S.-based program for American and Baltic high school students focused on entrepreneurship, leadership and cross-cultural understanding). Recruitment will begin in Estonia and expand across the Baltic region. Reporting to the U.S.-based Senior Manager of Funded Programs, you will manage prospective participants from initial inquiry through scholarship selection and program enrollment, including support with U.S. entry requirements, and build strategic partnerships with secondary schools, universities, employers, government organizations and industry associations.

Responsibilities:

Recruitment and lead management: manage inquiries, hold virtual consultations, guide applicants through application and selection, follow up regularly, and track activity in Salesforce/CRM.
Participant advising: advise on eligibility, application process and timelines; support visa preparation and documentation; coordinate with U.S. operations teams; conduct pre-departure orientations for participants and parents.
Business development: develop relationships with schools, universities, government agencies, chambers of commerce, career centers, host companies and professional organizations; attend school and university events and career fairs across Estonia; represent CIEE at conferences and information sessions.
Program development: collaborate with host companies and operations teams on training plans for intern and trainee participants and support employer onboarding; gather market intelligence and participant feedback.
Marketing support: execute local recruitment campaigns, participate in webinars and social media initiatives, collect participant stories and provide local market insights.

Requirements:

Bachelor's degree in business, marketing, international relations, education or a related field.
Approximately 5 years of experience in sales, business development, recruitment, international education, HR or account management.
Experience managing a consultative sales process; CRM experience (Salesforce preferred).
Strong relationship-building, presentation and communication skills; highly organized; able to manage multiple priorities and work independently in a growing startup environment.
Preferred: international education or exchange programs, internship or graduate recruitment, higher education partnerships, immigration or visa processes.

Occasional travel within Estonia and internationally may be required.
