Under the supervision of the Head of Programme, and in close coordination with the Grants and Partnerships Coordinator, Protection Manager, GBV/CP Specialist, MEAL team, and Programme Manager, the Programme Officer - Partnerships and Capacity Strengthening will support the development and implementation of DRC Lebanon's partnership and localization agenda. The role strengthens strategic partnerships with local and national organizations, supports partner engagement throughout the partnership lifecycle, and leads technical and organizational capacity-strengthening initiatives, including partner identification, assessment, onboarding, monitoring, compliance support, capacity development planning, and technical accompaniment. Key duties include leading partner capacity assessments and developing capacity-strengthening plans; supporting implementation of DRC Lebanon's Partnership and Localization Strategy, including partner mapping, vetting, due diligence and onboarding; and supporting grants and programme quality/compliance work including donor reporting, grant management processes and partner monitoring frameworks.
Requirements: minimum 2 years' experience in partnership management, localization, organizational development, capacity strengthening or related humanitarian programming roles; at least 2 years' experience in protection programming (CP, GBV); a Bachelor's degree in International Development, Social Sciences, International Relations, Human Rights, Organizational Development, Public Administration, Business Administration or related field; demonstrated experience working with local/national NGOs and civil society organizations; experience with organizational capacity assessments and institutional strengthening; strong facilitation, stakeholder engagement, and report-writing skills in English; and fluency in Arabic. Contract length to 30 April 2027, Band H (Non-Management), duty station Beirut with frequent field travel, start date November 2026.
