The Norwegian Refugee Council (NRC) is a global humanitarian organisation helping people forced to flee. NRC provides high quality aid and defends the rights of refugees and internally displaced people.

Purpose: The Logistics Technical Officer provides technical supervision and support to the day-to-day implementation of logistics functions in the Moldova Country Office.

Key responsibilities:

Provide logistics support to colleagues, develop logistics training, coach newly recruited logistics staff and contribute to staff induction.
Ensure adherence to NRC policies, handbooks, SOPs and donor requirements; implement NRC systems and procedures at country level.
Provide technical support in managing supply and logistics needs, including requisitioning, receiving, storing, issuing and delivering goods.
Process assigned procurement requests up to the competitive bidding threshold and support requests above it; prepare procurement reports.
Technically supervise logistics officers (procurement, fleet, assets, stock).
Maintain procurement trackers (PR/PO, RFQ, waivers etc.) and keep records in line with NRC filing policy, providing a clear audit trail.
Conduct market assessments and update the vendor database, including Bridger checks and supplier due diligence.
Act as focal person for the Agresso procurement module and related systems (ETB, EFS, ECM, WMS).
Ensure assets in Moldova are registered, tagged and regularly checked.
Promote anti-corruption, transparency, cost efficiency and PSEA standards.

Requirements:

Experience as a Support Function Officer in a humanitarian/recovery context, and in complex and volatile contexts.
Documented results related to the role's responsibilities.
Fluency in written and spoken English and Romanian.
Previous logistics experience with an INGO.
Ability to coordinate across departments and solve problems proactively.
Bachelor's degree or higher, preferably with 2 years of logistics experience.

Full time position based in Chisinau.
