Management Sciences for Health (MSH) is seeking an Accountant for a potential one-year Health System Strengthening project in Ukraine, funded by the US Government.
Overall Responsibilities:
The Accountant oversees the overall accounting and payroll administration duties of the office in Ukraine under the supervision of the Finance and Operations Director. The Accountant ensures that accounting, personnel and payroll administration systems are conducted according to MSH regulations, standard operating procedures and good business practices, and safeguards the financial and physical assets of MSH and other donors against fraud, loss or misuse. All expenditure must comply with Generally Accepted Accounting Principles, MSH policy and donor cost principles.
Main Duties:
Accounting Activities
- Manage cash flow, including funds transfers from MSH, local currency exchange and petty cash.
- Prepare documents for bank payments in line with MSH financial procedures, the MSH authority matrix and Ukrainian legal regulations.
- Record approved payments to local vendors, contractors and consultants in QuickBooks Online (QBO).
- Complete month-end closing by the 5th business day of each month, upload expenses to MSH's Corporate Accounting System (Costpoint) and reconcile bank accounts.
- Ensure paid invoices agree with supporting documentation and procurement procedures.
- Maintain compliance with all mandated tax liabilities and organization registrations; prepare and submit the monthly VAT report.
- Manage the issuance, reconciliation and collection of project advances.
- Liaise with HQ Corporate Accounting, project management and staff on financial and accounting issues.
- Support internal and external audits.
Payroll Process
- Manage timesheets for office staff and upload payroll information into QBO.
- Prepare travel advances and resolve accounting issues with program staff.
- Work with the contracted local accounting firm to process local payroll, taxes, pension contributions and benefits.
- Administer local benefit plans and track leave balances.
- Manage local consultants' documentation, trackers and contract close-out.
Office Inventory and Other Tasks
- Maintain inventories and controls over project office fixed assets, leading physical check-ups twice a year.
- Other tasks as requested by the supervisor.
Qualifications:
- Bachelor's degree in finance, accounting or a relevant field (required).
- At least 3 years of experience in an independent accounting position with advanced bookkeeping responsibilities.
- Experience developing and interpreting standard financial reports (Balance Sheet, Income Statement, Cash Flow) and creating journal entries.
- Fluency in Ukrainian and ability to communicate in English (reading, writing, speaking).
- Proficiency in Microsoft Office Suite, especially Excel.
- Experience with international organizations or donor-funded projects, and with QBO, preferred.
- Independent judgment, ability to prioritize and meet deadlines, proactive problem-solving, and excellent teamwork and communication skills.
