Location: Kyiv, Ukraine
The Senior Compliance Officer will support Management Sciences for Health (MSH) in ensuring that MSH Ukraine operates in accordance with MSH policies and procedures, donor requirements, and applicable Ukrainian laws and regulations. The position will support an anticipated U.S. Government funded project and other projects as assigned.
Working closely with the Project Director, Finance Director, project leadership, MSH's Governance and Entity Management (GEM) function and other relevant global and country office staff, the Sr. Compliance Officer will develop a risk-based compliance workplan, review tools, and practical procedures, and assess the effectiveness and efficiency of operations, reliability of financial reporting, safeguarding of assets, compliance with statutory and donor requirements, segregation of duties, and value for money.
Main duties and responsibilities:
- Ensure country and project financial and operational activities comply with Ukrainian laws and regulations, donor rules and MSH policies.
- Develop an annual, customized compliance-monitoring plan, review tools, and a compliance framework with checklists covering key business processes and donor requirements.
- Verify compliance with Ukrainian tax and statutory requirements, including social security contributions, insurance, severance, VAT and payroll deductions; conduct spot checks of payroll records.
- Review the segregation-of-duties matrix and assess the effectiveness of internal controls; document weaknesses and recommend corrective actions.
- Provide compliance, ethics, internal-control and fraud-risk training and guidance to staff.
- Prepare detailed compliance review reports and present them to the MSH Global ICC team leadership.
- When formally authorized, support confidential reviews or investigations of suspected fraud, waste, abuse or misconduct.
- Follow up on internal and external audit recommendations and support audit preparation and responses.
- Conduct financial and operational risk assessments, maintain the risk register, and recommend mitigation measures.
- Prepare quarterly reports on compliance reviews, investigations and audit recommendation status.
Qualifications:
- Bachelor's degree in accounting, business management or a related area (advanced degree and certification such as CFE, CIA or ACCA preferred).
- 6+ years of experience in compliance, risk management or audit (8-10 years preferred); international public health and donor-funded project experience, including U.S. Government awards, preferred.
- Working knowledge of U.S. Government or other donor rules (Global Fund, EU, Gates Foundation, GAVI, etc.).
- Ability to interpret Ukrainian laws and regulations affecting NGOs.
- Strong analytical, interviewing and report-writing skills; excellent communication in Ukrainian and English.
- Proficiency in Microsoft Office, particularly Excel.
