Monitoring, Evaluation and Learning Coordinator - New Colombo Plan (NCP) Program Support Unit (PSU)

The New Colombo Plan (NCP) supports the Australian Government's objective of building Asia capability by funding Australian undergraduates to study, learn languages and undertake internships in the Indo-Pacific through the Scholarship, Semester and Mobility grant programs. The NCP Program Support Unit (PSU) is administered by Palladium on behalf of the Department of Foreign Affairs and Trade (DFAT) under the Australia Awards Global Support Mechanism, and supports the NCP Secretariat with grant administration and technical support in monitoring, evaluation and learning (MEL), alumni engagement, communications, events, business sector engagement and risk management.
This is a 0.5 FTE job-share role (contract until 30 June 2027), based in Adelaide or Brisbane. The MEL Coordinator coordinates implementation of the annual MEL Plan in line with the NCP Results Framework, generating insights on whether planned outcomes are being realised, informing decision-making and continuous improvement, and collating results into a 'whole of NCP story' for stakeholders.
Responsibilities:
- Coordinate the preparation and presentation of MEL reports, insights, discussion papers and other key products.
- Support DFAT's corporate performance reporting, including Performance Measure 2.
- Facilitate program reflection sessions and apply lessons learned to strengthen MEL delivery.
- Provide accurate and timely program data from multiple sources using advanced Microsoft Excel functions.
- Build MEL capability across the NCP PSU team.
- Review and improve MEL reporting approaches; update standard operating procedures, process guides and reporting templates.
- Liaise with NCS, DFAT teams and other stakeholders to support MEL activities, including surveys, interviews and focus groups.
- Comply with and promote DFAT policies, including GEDSI, safeguarding, PSEAH, child protection, and fraud and anti-corruption requirements.
Reports to the Manager, Impact and Reporting, with technical guidance from the MEL Adviser.
Requirements:
- Relevant qualification in monitoring and evaluation, social science research or a related field.
- Demonstrated MEL experience using quantitative and qualitative methods.
- Strong reporting, data analysis and stakeholder communication skills.
- Proficiency in Qualtrics and intermediate to advanced Microsoft Excel.
- Ability to work independently and collaboratively; higher education or DFAT program experience highly regarded.
