NRC Syria is seeking an NGO Forum Partnerships and Localization Adviser to provide strategic leadership on localisation and partnership strengthening within the Syria NGO Forum, supporting locally led humanitarian action and more equitable, principled partnerships, and improving access to quality funding and decision-making for Syrian civil society organisations, including localisation financing, direct funding, risk sharing, indirect cost recovery, and equitable resource allocation. The role coordinates engagement among national and international NGOs, donors, UN agencies, government and other humanitarian stakeholders; leads evidence-based analysis and collective advocacy; and supports development of practical standards, tools and initiatives strengthening Syrian civil society leadership and capacity. The Adviser also serves as focal point for localisation and partnership issues, translating emerging trends into strategic recommendations.

Requirements: Master's degree in humanitarian affairs, international development, public policy, political science, social sciences or related field (a first-level degree with significant experience may substitute). Minimum 5 years of progressively responsible experience in humanitarian action, NGO coordination, localisation, partnerships, policy, advocacy or organisational development. Demonstrated experience with national and international NGOs; facilitating multi-stakeholder coordination; producing analytical papers and policy briefs; engaging donors, UN agencies and coordination mechanisms. Strong understanding of localisation debates and partnership practices. Excellent written and spoken Arabic; strong English skills. Applicants must be legally eligible to work in Syria; NRC cannot provide work permits or visa sponsorship.

Duty station: Damascus, Syria. Fixed-term contract, renewable based on performance and funding. Approximately 40% travel. Salary: Grade 8 on NRC's Syria national salary scale.
