Location: Vientiane, Laos
The Technical Officer, Laboratory Sciences will work with the EpiC Laos team, government partners, and laboratory networks across the country. The role focuses on improving diagnostic services, strengthening specimen management and transport, and supporting laboratory quality systems. The position will also support training, field supervision, and coordination across national, provincial, and district laboratories, helping improve timely detection, reporting, and response to infectious disease threats.
Key Responsibilities: Provide technical assistance to strengthen laboratory services for prevention, detection, and response to infectious disease threats; support national stakeholders in developing diagnostic network strategic plans, SOPs and policies; support laboratories in updating specimen referral pathways, collection and transport guidelines, and outbreak investigation procedures; coordinate training for health workers on specimen handling, quality assurance, and laboratory standards; support laboratory quality management, accreditation, licensing, and external quality assessment programs; coordinate maintenance of laboratory equipment and commodities; conduct field visits for quality assurance and on-the-job training in diagnostics, biosafety and biosecurity, and supply chain.
Required Qualifications: Bachelor's degree in public health, medical laboratory sciences, or related discipline; minimum six years of relevant professional experience including at least three years in global health security or infectious disease laboratory programs under donor-funded initiatives; familiarity with Laos health and development programs including national laboratory protocols and health information systems; experience in capacity building and laboratory facility supervision; strong report writing, data analysis, and communication skills; proficiency in Microsoft Office; advanced English proficiency; ability to travel within Laos and internationally.
