Palladium is seeking a Data Analysis, Performance Monitoring, Evaluation, Learning and Accountability Expert to support the DRC Compact Delivery and Monitoring Unit (CDMU) within the Prime Minister's Office, under the National Energy Compact aligned with Mission 300. This is an initial full-time 12-month assignment (anticipated start October 2026), contingent upon contract award, based in Kinshasa with occasional provincial travel. The Expert will lead CDMU's performance monitoring, evaluation, learning and accountability function: operationalizing the Compact Results Framework into an Indicator Reference Matrix; establishing data collection and reporting tools with SNEL, ANSER, ARE, ministries and provincial focal points; tracking performance against Compact indicators and milestones; preparing a monthly Compact Performance Dashboard and reports; maintaining a performance risk and action tracker; preparing early-warning notes and decision briefs; defining requirements for a CDMU digital dashboard; ensuring sex-disaggregated data collection; facilitating quarterly After-Action and Adaptive Management Reviews; and producing Semi-Annual Lessons Briefs and an Annual Performance Report. Requires an advanced degree in statistics, economics, public policy, social sciences, energy or engineering; minimum 10 years of MEL/performance management experience in large-scale development programs or infrastructure initiatives; at least 5 years designing integrated MEL systems in energy, infrastructure or public investment sectors; experience supporting government-led multi-stakeholder programs; strong quantitative/qualitative analytical skills; familiarity with Excel, Power BI, Kobo/ODK; and fluency in English and French.
