Based in Salalah, Dhofar Governorate, Oman, the Procurement Senior Associate plays a key role in ensuring the smooth and compliant acquisition of goods, services, and works for the ARISE Program. Reporting to the ARISE Program Lead and working closely with the HQ Procurement Team, the Senior Associate manages end-to-end procurement processes from drafting the procurement strategy and managing bidding processes to awarding contracts for complex consulting services, feasibility studies, and infrastructure construction. Key responsibilities include developing and finalizing the Phase 1 ARISE Program Procurement Plan, monitoring execution and budgets, drafting Terms of Reference and technical specifications, preparing contracts, following up on contractor milestones, maintaining audit records, and supporting training and capacity building of MENA personnel on procurement processes. The role requires strict adherence to GGGI's E-Procurement and ERP systems as well as donor and government regulations, and involves close coordination with GGGI HQ Procurement Unit in Seoul, internal technical teams, vendors, contractors, and Omani government entities.
Requirements: Bachelor's degree in business administration, supply chain management, procurement, finance, law, or related field (Master's degree or professional procurement certification such as CIPS is an advantage); minimum 5 years of experience in procurement, contract management, and supply chain operations; proven experience handling complex procurements including large-scale construction works and international consulting services, preferably within an international organization, NGO, or government agency; proficiency in ERP and E-Procurement systems; exceptional analytical, writing, and presentation skills in English; fluency in Arabic is an asset.
