FEMNET, in collaboration with UN Women and partners, is implementing the ACT project to end Violence Against Women and Girls (VAWG) in East and Southern Africa. FEMNET seeks a consultant to conduct a comprehensive end-of-project evaluation covering October 2024-November 2026 across the ESARO region, assessing relevance, coherence, effectiveness, efficiency, sustainability and impact, and applying feminist evaluation principles. The evaluation involves desk review, key informant interviews, group discussions, surveys, and case studies, with deliverables including an inception report, draft and final reports, a data set, a learning brief, and a presentation of findings. This is a 30-day remote assignment (no travel) running October-November 2026, contracted by FEMNET. Requirements: Master's degree in Gender, Development Studies, Law, Social Sciences, Project Management, M&E or related field; at least 10 years of progressive experience in gender equality, women's rights and EVAWG at national, regional or international level; proven experience conducting evaluations/research in Eastern and Southern Africa, including with EU and UN Women funded projects; strong qualitative/quantitative research and data analysis skills; familiarity with feminist and rights-based evaluation approaches and UNEG ethical guidelines; experience facilitating stakeholder consultations and validation workshops.
