GGGI is seeking a consultant to undertake a comprehensive legal and regulatory readiness assessment of Part 12 (Climate Displacement & Relocation) of Fiji's Climate Change Act 2021, including existing SOPs and implementation instruments. This assignment supports the EU-funded project 'It's Time to Act! Implementing the Climate Change Act', implemented by GGGI in partnership with Fiji's Department of Climate Change (DoCC). The Consultant will work closely with GGGI's Senior Legal Associate and liaise with DoCC's Adaptation Unit. Objectives include identifying components suitable for translation into regulations, assessing legal/institutional/operational gaps, and developing a regulatory roadmap. Deliverables cover an inception report, legal/policy/institutional review, review of existing implementation framework, regulatory readiness assessment, gap analysis and roadmap, drafting instructions, and a final consolidated report, delivered over a 6-month contract. Requirements: Master's in Law, Environmental Law, Public Policy or related field; minimum 5 years' experience in legal drafting, legislative review, or regulatory development; demonstrated experience in climate change law, environmental governance, or disaster/displacement policy; experience developing regulations or subordinate legislation; familiarity with Pacific legal and governance contexts highly desirable; strong analytical, writing, and stakeholder engagement skills. Duty Station: Fiji. Consultant Level: G3. Total Fees: $18,630 USD.
